Job Description:
Position Summary

The Payroll Manager is a member of the US Accounting department. The Payroll Manager will be responsible for the timely and accurate processing of the Company's payroll, as well as the timely and accurate filing of the Company's payroll related taxes. They will be developing, implementing, and performing audit and control procedures to ensure that all wages and taxes are accurate. The Payroll Manager will also be the Company's subject matter expert with all payroll related matters. The Payroll Manager reports to the US Divisional Controller.

Position Responsibilities

Responsible for ensuring Payroll processing is performed for all James Hardie businesses in the US and Canada; 60%
- Oversight of centralized payroll for all US and Canadian operations, in multiple states and across different employee groups: 10 manufacturing plants, 2 R&D centers and 2 corporate offices.
- Responsible for payroll related accounting, such as payroll expense journal entries, deferred compensation, payroll vacation accruals and computation of taxable fringe

BENEFITS:.
- Review and approve all earnings, deductions and tax calculations in the payroll system
- Ensure compliance with Federal, State wage and hour laws
- Coordinate wage and tax reconciliation with vendor and ensure tax compliance
- Manage Year End process, W-2's and 1099R's balancing and distribution
- Manage wage/hour, payroll tax, 401(k) and other audits
- Provide data to Finance, Treasury, and others as needed to support operations and analysis
- Coordinates with payroll processing vendor (ADP) on regular payroll issues, 401(K) and deferred compensation reconciliation.
- Management of timekeeping system (Kronos); includes staying informed of all new product releases, improvement of business processes, creation of process documentation, and end user training and communication.
- Serves as a resource to field Human Resource and Finance professionals responsible for site payroll to ensure best practices across the business.

Design and implement payroll strategies for JH US payroll and provide guidance to all JH US companies with regards to payroll activities. 20%
- Develops, implements and recommends payroll policy and procedures to improve business process within the department.
- Develops and implements tools and templates that enable accurate payroll transactions across all plant and corporate locations (e.g. standardized termination payout calculation spreadsheet)
- Communicate Payroll related matters. Be the Company's Payroll subject matter expert
- Communicates changes to payroll policy, procedures and regulations in a timely manner
- Evaluate system changes to maintain compliance with all agencies
- In collaboration with HR Operations, IS and others, evaluate and analyze existing payroll policies, procedures and business processes; draft, propose and implement changes and/or quality control measures leading to best practice operations.

Provide Leadership to payroll team, develop staff to operate with functional excellence; 20%
- Supervises payroll administrators for bi-weekly payroll processing and payroll reporting.
- Build, develop, manage and cross-train to build a best in class payroll team
- Develop and achieve very high customer service standards
- Resolves employee concerns regarding salary/wage payment and taxation as well as other deduction issues.

Decision Making:
The Payroll Manager makes decisions in his/her capacity as a member of the US Accounting team to ensure payroll issues are identified, communicated and resolved in a timely manner, and that ideas are shared and solutions are proposed to improve business processes, controls and procedures.
Supervisory/Lead

Responsibilities:
The Payroll Manager has 2 direct reports.
Scope of Position:
The Payroll Manager interacts with a variety of accounting and finance personnel, business units and functional teams, including corporate Human Resources, plant Human Resources, Legal and Plant operations, throughout the Company spanning multiple jurisdictions across the US, with the primary objective of ensuring the timely processing of payroll and integrity of financial information generated.
Position Requirements

Knowledge, Skills, and Abilities:
Required:
- Experience managing a multi-state payroll for over 2,000 employees
- Working knowledge of ADP and Kronos is required
- Detailed knowledge of Federal and State tax compliance and garnishments
- Strong Leadership skills with experience in managing performance, setting expectations and developing a team
- Ability to develop, improve, document and provide high quality deliverables
- Strong system and Excel skills
- Strong oral and written communication skills
- Strong analytical and problem solving skills with a proven track record in providing the business relevant analytics around payroll information that helped drive operational changes
- Ability to be detailed while having a strong understanding of the bigger picture
- Excellent project management, organizing and planning skills, with a proven track record in implementing improvement projects
- Understands the team concept, has a strong desire to be a contributing teammate and ability to operate cross-functionally with HR and Operations teams
- An energetic, hands-on individual with a strong bias for action, someone who commits himself/herself fully to stretch goals, is receptive to ongoing coaching and development and who is dedicated to delivering outstanding results.

Education/Experience:
Required:
- A Bachelor’s degree in Finance or Accounting preferred
- CPP certified highly desired
- Must have 3+ years of work experience with ADP and Kronos
- Familiar with hourly manufacturing payroll processing, wage and hour laws in multiple states
- A minimum of 7+ years of payroll management experience
